How do you create a data CD?

You need a few things, a CD recorder, software that does the recording process and data on your hard drive. Is in your CD burning software copying to your hard disk first or not at all?
Make sure your CD media can write at 16x.
Make sure your not running other programs or taking up memory.
Is your computer have a fast enough CPU to run the software?
